Hevel Group plans to build three solar power plants in the Astrakhan region for the total capacity of 135 MW
Hevel Group and the Government of the Astrakhan Region have signed a partnership agreement on cooperation in the sphere of solar power development.
The agreement has been signed by the governor of the Astrakhan Region Alexander Zhilkin and CEO of Hevel Group Igor Shakhray. According to the agreement, Hevel is implied to build three solar power plants with a combined capacity of 135 megawatts (MW) in the Astrakhan Region over the period of 2017-2019: SPP “Niva” with the capacity of 15 МW, and two more 60 MW SPP’s in the Privolzhsky (Funtovo settlement) and Akhtuba districts.
The solar power plants will be built in compliance with the Decree of the Government of the Russian Federation No. 499 dd. 28/05/2013 “On the Mechanism for the Promotion of Renewable Energy on the Wholesale Electricity and Capacity Market”. The combined volume of investments may amount to up to 15 billion rubles”. The project investments are provided by the Hevel Group structures. The Government of the Astrakhan Region, in its turn, ensures the project’s comprehensive information and administrative support.
Construction of solar power generation objects will facilitate the increase of regional tax revenue, create new job sites the Astrakhan Region and will allow involving regional companies into project implementation for the period of SPPs’ installation, in terms of construction and installation work performance and construction of support structures.
Russian solar module producer and project developer Hevel Solar has announced the completion of a 15 MW solar plant in the Pugachyovsky District, Saratov region, southern Russia.
The RUB 1.5 billion ($25.3 million) plant was built by Hevel’s Avelar unit, сonstruction started in May.
Hevel said that the project will be the first of three large-scale projects it plans to build in the region. Another 5 MW plant is expected to come online in the Ershov district by the end of this year. The company will build another 10 MW in 2018. It will also build a 15 MW solar park in the Novouzensk district next year.
In early July, Hevel also announced that it had doubled its production capacity at its Novocheboksarsk solar module factory to 160 MW, following the addition of heterojunction solar module lines. The expanded capacity is enough to meet 50% of Russia’s domestic solar demand, Hevel said, extending the firm’s stranglehold of the Russian PV market.
Hevel aims to develop more than 500 MW of solar by 2020. Meanwhile, Russia’s 2030 solar target stands at 2.6 GW.
Russian solar module producer and project developer Hevel Solar announced it has broken ground on the 15 MW Niva solar project in in the Astrakhan region, south-western Russia. The company said it expects to achieve project completion by the end of the first quarter of 2018, without providing additional details about the project.
Hevel, however, said the plant is the first of a 165 MW PV project pipeline it has in Astrakhan. The company has also planned to build another 30 MW solar facility in the Limansky District in 2019, and two more 60 MW PV plants in the Privolzhsky and Akhtuba districts.
Overall, the aggregate investment for these four projects is expected to reach RUB 20 billion ($349.0 million), Hevel said.
The authorities of Yakutia Region have discussed the implementation of the agreement on the energy sector
The head of Yakutia Region Egor Borisov held a meeting with Igor Shakhrai, the CEO of Hevel group of companies in Vladivostok. An agreement on cooperation in the field of electricity supply to remote settlements in the region was discussed, through the construction of autonomous hybrid power plants based on solar energy.
The agreement was presupposes the implementation of the investment project in Yakutia Region for construction of the combined solar and diesel power plants with using advanced technical solutions which will allow to fulfill the state task of ensuring uninterrupted power supply of remote territories. The Hevel company has undertaken obligations to deliver the high efficient solar modules made at own factory in the city Novocheboksarsk. The government of the Yakutia Region, in turn, has expressed readiness to provide to the project full support.
