”Prime Minister Dmitry Medvedev held the meeting of the Presidium of the Presidential Council for economic modernization and innovative development, devoted to regulation of exclusive rights turnover, on one of the largest industrial enterprises of the “new economy” – on site of “Hevel” (Novocheboksarsk, Chuvashia) – “We are here to discuss the issue, which is related to any innovation, namely the regulation of the intellectual results, management of intellectual property”. Also during the meeting the adjacent and almost technical topics were discussed: protection of technological innovation, “Industry” and intellectual property, turnover regulation of inventions, utility models, technological innovation. In the field of technical and legal characteristics, Russia has more exclusive rights than other market sectors. Turnover of the rights in this area is hampered by its historical closeness, largely – affiliation with the military-industrial complex. It is necessary to empower the budget and autonomous institutions for disposal of intellectual property. Estimated tax benefit from the emergence of industries based on the protected technology, are obviously higher than the potential earnings from the state licensing.
